Washington, D.C. – TechNet, the national, bipartisan network of innovation economy CEOs and senior executives, today announced Rose Feliciano as Executive Director for Washington and the Northwest Region. Based in Seattle, Feliciano will oversee TechNet’s state advocacy in Washington state, Alaska, Idaho, Montana, North Dakota, Oregon, and South Dakota. Her first day with TechNet will be June 24.
“Rose’s years of experience leading state tech policy in the Pacific Northwest will be invaluable to our team,” said Linda Moore, TechNet’s President and CEO. “She knows our members and key policy issues, and her expertise will strengthen our industry-leading state advocacy program. I am thrilled to welcome Rose to TechNet and am excited for her to join the country’s most effective state advocacy team.”
Feliciano joins TechNet after serving as Manager of Government Affairs at Desimone Consulting Group in Seattle. In this role, Feliciano coordinated public engagement efforts and provided strategic guidance on numerous policy issues ranging from energy to transportation. Before that, Feliciano was Director of State Government Affairs for the Northwest Region at the Internet Association, where she led state advocacy efforts on tech policy across 10 states. Feliciano has also worked in state and local governments and on several policy areas, including public safety, environmental, and energy-related issues.

TechNet’s 50-state advocacy program is focused on legislative and regulatory advocacy across the country, relationship-building among member companies and policymakers, and policy expertise and influence.
In addition to the Washington and Northwest Region, TechNet’s 50-state advocacy program includes:
- California and the Southwest Region which, in addition to California, covers Arizona, Hawaii, Nevada, New Mexico, and Utah. The region is led by Dylan Hoffman and Jose Torres, who are based in Sacramento.
- Colorado and the Central U.S. Region which, in addition to Colorado, covers Arkansas, Iowa, Kansas, Missouri, Nebraska, Oklahoma, and Wyoming. The region is led by Ruthie Barko, who is based in Denver.
- Illinois and the Midwest Region which, in addition to Illinois, covers Indiana, Kentucky, Michigan, Minnesota, Ohio, Tennessee, and Wisconsin. The region is led by Tyler Diers, who is based in Chicago.
- Massachusetts and the Northeast Region which, in addition to Massachusetts, covers Connecticut, Maine, New Hampshire, New York, Rhode Island, and Vermont. The region is led by Chris Gilrein, who is based in Boston.
- Pennsylvania and the Mid-Atlantic Region which, in addition to Pennsylvania, covers Delaware, Maryland, New Jersey, North Carolina, Virginia, Washington, D.C., and West Virginia. The region is led by Margaret Durkin, who is based in Harrisburg.
- Texas and the Southeast Region which, in addition to Texas, covers Alabama, Florida, Georgia, Louisiana, Mississippi, Puerto Rico, and South Carolina. The region is led by Renzo Soto, who is based in Austin.
